WARRIOR PRIDE DRILL SCENARIO

Scenario Outline & Overview: On October 27th 2006 at 6:00am the supply vessel, Victory ruptured its export line and oil began flowing into the sea.  Almost simultaneous with the above events a load noise was heard and there was smoke emanating from the Motor Control Centre Room.  An operator in the control room received a call from the vessel's captain alerting him of the ruptured export line and, the supply valve is shut off but only after 1000 barrels of oil was spilt into the sea.  The field Manager called the Incident Management Team leader who activated the Emergency Management Team and Incident Management Team.

An assessment of the extent of the spill and mapping of its trajectory indicates that landfall will be in Tobago.  Designated Authority and Regulatory bodies were appropriately notified and emergency response personnel mobilized to the impact site at Petit Trou Beach.  Permission was obtained for the use of dispersants.  Equipment   stored at a warehouse in Tobago to be mobilized, to the impact site and a helibucket mobilized to the Crown Point Airport.  National Helicopters deployed dispersant (water was used for the purpose of the drill) using a helibucket and Kaizen the spill response contractor protected the shoreline.

Agencies involved in the Drill exercise: NEMA Tobago, National Helicopters, Kaizen, Trinidad and Tobago Police Service, Almandoz Tobago Ltd, Division of Agriculture Natural Resources and the Environment and Heller Security Services.

Field Response Task Force: Twenty (20) trained Oil Spill responders from various agencies across Tobago.

Observations and Comments: Onlookers from major organization across Tobago, felt pleased and assured that if in the future Tobago is threatened or affected by an oil spill, there is adequate equipment and personnel trained and ready to respond as they contained and controlled the affected area without causing major disruption on the Island.
